Dave Rogers

Dave has been a leader in government IT for 27 years. He brings a breadth of experience and knowledge to the County of Riverside from both the public and private sector. He combines 10 years of executive leadership at Microsoft focused on “Government” specific IT services with 17 years of executive leadership as a CIO/CTO in the County of San Bernardino. Most recently he retired from Microsoft after holding several leadership roles, running several National teams and helping lead the company toward the creation and evolution of “Government” cloud services that meet the compliance and security needs of government across the United States. At the County of San Bernardino, he was the CIO/CTO for the Sheriff’s department and ultimately the entire county before retiring to go to Microsoft.

 


Jim Smith

Jim brings to Riverside County over 25 years of public sector experience delivering technology solutions to the Inland Empire. He started his career with the County of San Bernardino where he automated courtrooms, replaced paper law libraries and forms with digital research tools, and led the effort to consolidate multiple email environments into a common countywide email system. Jim spent 6 years at the City of Riverside where he modernized and consolidated IT systems into a common centralized IT environment. Jim spent the last two and a half years at Microsoft assisting public sector customers to modernize their IT infrastructure, and preparing their environments for migration to the cloud.

 


Louis Arul Doss

Louis served as the first OTM for the City of Riverside Public Utilities and assisted in the Utilities 2.0 initiative. Before joining the City of Riverside, he was the Director of Enterprise Applications and Architect in Government Solutions Group of Xerox Business Services for the City of Riverside. Louis came to Xerox Services with a wealth of experience in public sector technology and a variety of leading edge technologies. During his tenure with Xerox, along with other enterprise systems operations and directing “Mobile” technology, he also led many major multi-million dollar project implementations such as Customer Information System, Customer Relationship Management System, GIS, Integration and Operational Data Management System. Prior to joining Xerox Services, Louis was the Chief Technology Officer (CTO) for Civic Resource Group (CRG) which is committed to developing the latest technological solutions and cloud platform as they apply to the special needs of civic organizations.   


 Bob Cheong

Bob recently retired from Los Angeles World Airports as their Chief Information Security Officer. He was responsible for information security at LAX International Airport, Ontario International Airport and Van Nuys Airport. His core expertise is in developing defensive strategies and cyber security operation for critical infrastructure systems. Bob has fourteen years of professional experience specializing in security operation, risk management, business continuity planning and computer forensics.

 


 Patrick Elliano




Patrick Elliano

Patrick brings over 35 years of IT experience, ranging from technical to management in both the public and private sectors. After starting his career in the military as a microwave technician supporting national defense, Patrick held positions in NASA at JPL where he worked on the Mariner, Pioneer, Voyager and Apollo missions. He then spent 14 years at TRW Credit, engaged in developing their first Data Center, worked in their research and development department and participated in projects including the build-out of their first nationwide network. The following 11 years were at Kaiser-Permanente where he participated in the consolidation of 16 separate regions nationwide, each with their own Data Center, network and administrative systems into one facility and one network. Patrick has been at the County of Riverside since 2007 and has held the positions of Network Engineering Supervisor, Data Center Manager and is presently ACIO over the Converged Communications Bureau.

 


  Regina Funderburk

Regina brings to RCIT over 17 years of county government leadership experience. Regina spent many years advancing within the San Bernardino County Auditor-Controller’s Office as an Accountant I, II, III and Supervising Accountant III where she was responsible for accounting processes such as budget analysis, financial statement preparation, internal audits and rate development. Regina also spent many years with the Preschool Services Department where she served as the Finance Manager and Deputy Director of Administration overseeing finance, human resources, student enrollment and family and & community partnerships. During her time with Preschool Services, Regina also directed the information technology team and co-led the organization toward its first automated case management system which provided real-time metrics related to over 5,000 students at 40 locations throughout San Bernardino County. Lastly, Regina served as the Human Services Auditing Chief overseeing the payments, collections, reporting and auditing functions in support of multiple Human Services Departments prior to joining Riverside County.

 


Gil Mejia

Gil Mejia has more than 30 years of private and public sector experience managing IT Teams in grocery retail, health care and at Riverside County. Gil started his IT career in the grocery retail business managing Data Center Operations, Help Desk and Infrastructure Teams for several companies. After 17 years in the grocery retail business, Gil spent several years in the healthcare field where he managed its Data Operations Team. In 2003, Gil joined RCIT as an Information Technology Officer and over the course of his career with RCIT, he has managed Data Center Operations, Help Desk, Field Support, Application Services, and Systems Support Teams.

 


Tom Mullen

Tom is the first Chief Data Officer (CDO) for Riverside County. Government open data initiatives enhance transparency, public participation and accountability with the aim of improving the public's confidence and trust in their government. Previously Tom served as Assistant Chief Information Officer (ACIO) for Riverside County, leading the Infrastructure and Communications Bureau. Tom began his career with Riverside County in 1999 as Chief Deputy Treasurer Tax Collector, followed by seven years with the Riverside County Transportation and Land Management Agency (TLMA) as Deputy Director for Administrative Services. Tom served in the United States Army Reserves, and earned his MBA from California State University, San Bernardino (CSUSB).

 


Keith Beecher

Keith is the Business Relationship Manager for the Executive Solutions Departments (Board of Supervisors, Clerk of the Board, County Council, Executive Office and the Human Resources Department). As a BRM he works to fulfill technical needs and helps plan for the technical future with those departments he represents. Keith comes to RCIT from the Human Resources Department where he was a Supervising Network Administrator. He started with the County nearly 19 years ago at the District Attorney's Office, and has also worked in the Facilities Management Department.

 


Mary Cain

Mary has spent her entire County career of 16 years supporting the County of Riverside's PeopleSoft applications. She has managed multiple IT projects including Enterprise Resource Planning implementations and upgrades, system performance enhancements, hardware upgrades, database upgrades, planning and implementing training, change management, help desk operations, and security administration for enterprise applications.

 


Angela Hines

Angela has been with Riverside County for over 11 years. She has worked closely with the Community Health Agency, and then the Riverside University Health System to manage a large portfolio of applications, oversight for the implementation of new technology projects and worked with business leaders to strategically align technology to better meet their business needs. In her role as an RCIT Business Relationship Manager, she will be working closely with the Economic Development Agency, Facilities Management, Parks District, Animal Services, Agricultural Commissioner, and the Registrar of Voters.

 


Mike Pittman

Mike has been working in the information technology field for over 30 years within the public sector of county government. He started his career with Orange County where he dealt with all aspects of information technology over a span of 20 years. In 2006, Mike joined the Riverside County Assessor/County Clerk Recorder department as an Information Technology Officer over infrastructure and operations. In 2012, Mike joined RCIT as a Senior Business Relationship Manager supporting and servicing consolidated departmental information technology resources and personnel.

 


David Villegas

David has been with Riverside County for over 20 years and has been involved in multiple technology, healthcare and construction projects. David started his IT career as a programmer and instructor for the Advanced Technology Institute. He went on to the City of Redlands as Data Processing Manager in charge of communications prior to joining Riverside County. David attributes his success to having departmental support and dedicated staff.
